How schools succeed

Education researcher Richard Elmore finds that successful schools in low-income schools do some things better than schools in affluent neighborhoods, despite the pressures they face.

In more affluent schools, those pressures are much less evident. Yet the kinds of instructional problems that surface in both types of schools are strikingly similar.
